‘Making’ (adopting) Neighbourhood Development Plan for North Wootton
The North Wootton Neighbourhood Development Plan was passed at the referendum on 14 November 2024 (see below). A total of 93.5 % votes were received in favour of adoption of the Neighbourhood Development plan, meaning that the Borough Council is required to “make” (adopt, or bring into legal force) the Neighbourhood Development Plan for North Wootton Parish.

Previous stages
The community referendum for the Parish of North Wootton, to determine whether the North Wootton Neighbourhood Development Plan 2022-2036 should be made (adopted) by the Borough Council of King's Lynn and West Norfolk was held on 14 November 2024.
The results of the referendum revealed that 243 votes (out of 260 cast) were received in favour of adopting North Wootton Neighbourhood Development Plan.

Decision Stage
North Wootton Parish Council and the Borough Council accepted all the Examiner’s recommendations that represent a material change to the Plan. The modifications proposed by the Examiner are set out in Appendix 1 of the Decision Statement alongside the Borough Council’s decision (supported by the Parish Council) in response to each recommendation and the reasons for them. The Decision Statement, issued on 3 September 2024, can be viewed below.
The Decision Statement, issued under Regulation 18A, allows the Neighbourhood Plan to proceed to referendum.
Publication of Neighbourhood Plan Examiner`s Report
The Neighbourhood Plan Examiner’s Report was published on 23 July 2024. This concluded that (subject to acceptance of the Examiner’s recommended modifications) the Plan can proceed to a referendum, the referendum area being the area of the Draft NDP, i.e. the parish of North Wootton. North Wootton Neighbourhood Plan Examination
The Borough Council, in agreement with North Wootton Parish Council, has appointed Tim Jones in April 2024 as an independent examiner for North Wootton Neighbourhood Plan.
The examination tested whether the Neighbourhood Plan fulfils the basic conditions, that the Plan:
- has regard to national policies and advice contained in guidance issued by the Secretary of State;
- contributes to the achievement of sustainable development;
- is in general conformity with the strategic policies of the development plan in the area;
- is compatible with European Union (EU) obligations and European Convention on Human Rights (ECHR); and
- does not breach the requirements of Chapter 8 of Part 6 of the Conservation of Habitats and Species Regulations 2017
The examination was undertaken by way of written representations, consisting of detailed queries for the Parish Council (Qualifying Body) and Borough Council, about the status of local services and facilities within the parish/ Plan area.

Regulation 16 consultation
North Wootton Parish Council submitted their Neighbourhood Plan to the Borough Council on 12 September 2023, in accordance with the Neighbourhood Planning (General) Regulations 2012, Regulation 15. We have reviewed the submitted documentation and can confirm this meets the requirements of Regulation 15 (Legal check letter).
The consultation, under Regulation 16 was undertaken between Friday 13 October 2023 and Friday 24 November 2023. Responses were given directly to the examiner to determine if the plan meets the “basic conditions”, the statutory tests that a Neighbourhood Plan needs to fulfil.

Regulation 14
The draft North Wootton Neighbourhood Plan was consulted upon by the Parish Council between 13 March and 8 May 2023, inclusive, under the Neighbourhood Planning (General) Regulations 2012, Regulation 14.
